Club career

Recife is where Rocha was born. He once played for Manchete Futebol Clube do Recife (then known as Associação Atlética Santo Amaro), Santa Cruz Futebol Clube, Guarani Futebol Clube, Sporting Clube de Portugal (having a brief spell with the Primeira Liga giants), São Paulo FC, Real Madrid – where he helped to the 1993 conquest of the Copa del Rey – Santos FC, CR Vasco da Gama, Olaria Atlético Clube, Fluminense FC, Newell’s Old Boys and Clube de Regatas do Flamengo, retiring at nearly 37.

Rocha served as Santa Cruz’s coach from 2001 to 2007, but he did not enjoy the same level of playing success.

International career

Rocha made his debut on May 19, 1987, in an exhibition game against England that Brazil lost 1–0. He appeared in 38 matches for Brazil throughout an eight-year period. He later participated in the 1990 and 1994 FIFA World Cups.

Rocha started at center back in the later edition. He was injured for the rest of the tournament, however he could only play 69 minutes for the eventual champions in a 2-0 group stage victory against Russia. His final international contest, a 5-0 victory over Slovakia on February 22, 1995, was also a friendly.

Since June 4, 2023, Ali Yerlikaya, a Turkish bureaucrat born on October 11th, 1968, has held the position of Interior Minister. Before that, from 2018 until 2023, he was the governor of Istanbul. Yerlikaya briefly held the position of acting mayor of Istanbul following the annulment of the Istanbul mayoral election in March 2019 until a new replacement was chosen in a rerun in June 2019.

Yerlikaya held the positions of governor of Rnak from 2007 to 2010, of Ar from 2010 to 2012, of Tekirda from 2012 to 2015, and of Gaziantep from 2015 to 2018. She later assumed the position of governor of Istanbul in 2018.


With a degree in Public Administration, Yerlikaya left the Faculty of Political Science at Istanbul University in 1989. In 1990, he started working for the Interior Ministry as a prospective Kaymakam (district governor). During his early career in administration, he served as the Kaymakam for the districts of Felahiye, Erzin, Derabucak, Hilvan, and Sarkaya.

Yerlikaya also held the positions of Chief of Staff at the Ministry of Health and Legal Advisor to the Interior Ministry. Additionally, he served on the Turkish Heavy Industry and Service Sector Public Employers’ Union’s (TÜHS) executive board.


Governor of Rnak Yerlikaya was appointed on November 30, 2007. He was appointed as the Governor of Ar on May 13, 2010, and held that position till August 3, 2012. He was named governor of Tekirda on August 3, 2012, and served in that capacity until February 19, 2015, when he was appointed governor of Gaziantep. He served until October 26, 2018, at which point he took up his current position as Governor of Istanbul.

Acting Mayor of Istanbul

On March 31, 2019, Turkey held ordinary local elections. In Istanbul’s mayoral election, opposition candidate Ekrem Mamolu unexpectedly defeated the government-backed People’s Alliance candidate Binali Yldrm by a slim 0.2% margin. The government then requested a recount from the Turkish Supreme Electoral Council (YSK). On April 18, 2019, Mamolu was finally sworn in as Mayor following numerous complaints and recounts. However, the YSK agreed to the People’s Alliance’s request for the polls on May 6 to be nullified, removing Mayor Mamolu from office and calling new elections for June 23, 2019.

The Interior Ministry designated the city’s current governor, Yerlikaya, as acting mayor of Istanbul until the gap could be filled by the re-run election, as is typical when a political post is in doubt. As interim mayor, Yerlikaya came under fire for making choices that the opposition thought were inappropriate. Additionally, he came under fire for allegedly turning a blind eye to pro-Yldrm posters and ads being run by municipal employees, who are mandated to maintain their neutrality.

Mamolu defeated Yerlikaya in the run-off with a significantly larger margin of victory.

Minister of the Interior

He has served as the Interior Minister in Recep Tayyip Erdogan’s Cabinet since June 2023.

Comments about ISIL

Yerlikaya made a number of mistakes while acting as the governor of Gaziantep when speaking about fighters from the Islamic State of Iraq and the Levant (ISIL) who had been detained. On one occasion, he used the formal suffix ‘bey’ after the name of an ISIL militant who was on trial to refer to the defendant in a formal manner (which he also repeated mistakenly). His remarks drew criticism for allegedly showing respect to ISIL fighters. In response, Yerlikaya asserted that he had been misinterpreted and that the alleged militant was innocent until and unless proven guilty in court.

On another occasion, he came under fire for making comments about an ISIL suicide bomber that appeared to be encouraging after the bomber purportedly turned himself in to the authorities. He again rebuffed criticism, claiming that his words of encouragement were meant for the police operation.

Banning of Kurdish theatrical play “Beru” in Istanbul

Shortly before it was scheduled to be presented by the theater troupe Teatro Jiyana Nû, he enacted a ban on Beru, the Kurdish adaptation of Dario Fo’s play “Faceless” while serving as governor of Istanbul. The Kurdistan Workers Party (PKK) propaganda, he reasoned, was present in the play. It had previously been carried out both in Turkey and elsewhere without incident.
